Terms of Service

These Terms govern your use of the Community Roster website and any data products you obtain from us. The website and Community Roster are operated by Logolix OÜ (reg. 17170723, Tornimäe tn 5, 10145 Tallinn, Estonia) (“Community Roster,” “we,” “us”). By using this website or purchasing data from us, you (“you”) agree to these Terms and to our Privacy Policy.

1. What we provide

Community Roster compiles and provides business intelligence about community associations (homeowners’ associations, condominium associations, and similar entities) — including association profiles, governance roles, management relationships, and business contact information (“Data”) — from public records, commercially available sources, and our own research. The service is for business use only.

2. FCRA prohibition (please read)

COMMUNITY ROSTER IS NOT A CONSUMER REPORTING AGENCY, AND THE DATA IS NOT A “CONSUMER REPORT.” YOU MAY NOT USE THE DATA, IN WHOLE OR IN PART, TO EVALUATE A PERSON’S ELIGIBILITY FOR EMPLOYMENT, CREDIT, INSURANCE, HOUSING, TENANCY, GOVERNMENT BENEFITS, OR ANY OTHER PURPOSE COVERED BY THE FAIR CREDIT REPORTING ACT, OR FOR BACKGROUND CHECKS OR INVESTIGATIONS OF INDIVIDUALS.

3. How Data is licensed

Data purchases are arranged directly with us under a separate order or written agreement; this website does not sell Data or process payments. When we provide Data, we grant you a limited, non-exclusive, non-transferable, revocable license to use it for your own internal business purposes only — identifying and contacting community associations and their representatives in connection with your products or services. You may not: (a) resell, publish, or redistribute the Data; (b) use it to build or enhance any competing or derivative database or data product; (c) share it outside your organization except with service providers bound by equivalent restrictions; or (d) remove provenance, confidence, or compliance labeling. Data is licensed, not sold; we retain all rights in it.

4. Your compliance obligations

You are solely responsible for ensuring your outreach complies with all applicable laws, including the CAN-SPAM Act, the Telephone Consumer Protection Act (TCPA), and the Florida Telephone Solicitation Act (FTSA). Telephone numbers are provided for manual, business-to-business contact only. If anyone asks you to stop contacting them or to remove their information, honor it promptly and notify us at optout@communityroster.com so we can suppress the record.

5. Managed outreach services (optional)

Under a separate written order, we offer an optional managed outreach service: we send business-to-business email campaigns on your behalf, using sending domains and infrastructure that you own or authorize us to use. By engaging this service you represent that you control those domains and authorize us to send on your behalf. The campaigns promote your products and services, and you remain the business on whose behalf the messages are sent.

Both of us will comply with the CAN-SPAM Act for these campaigns: accurate header and sender information, a non-deceptive subject line, a valid physical postal address, and a working opt-out. We honor opt-out and removal requests promptly, add those recipients to our suppression list, and stop contacting them. You are responsible for the truthfulness of the content, offers, and claims you provide, for the goods or services you promote, and for your compliance with any other law that applies to your business. Any performance commitments (for example contact volumes, reply targets, or bounce thresholds) are only those stated in your written order, not in these Terms.

The managed service is a service, not a sale of Data; any Data used to run your campaigns remains governed by the license in Section 3. You agree to indemnify and hold us harmless from claims arising out of the content you provide or the goods and services you promote.

6. Website use

You may access the website only through the interfaces we provide. You may not use bots, scrapers, or automated scripts; harvest or systematically extract content; circumvent access controls or rate limits; or probe or test the site’s security. We log access and may apply technical limits.

7. Disclaimers

THE DATA IS COMPILED FROM SOURCES THAT CHANGE FREQUENTLY AND MAY CONTAIN ERRORS. THE WEBSITE AND DATA ARE PROVIDED “AS IS” AND “AS AVAILABLE,” WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING ACCURACY, COMPLETENESS, MERCHANTABILITY, OR FITNESS FOR A PARTICULAR PURPOSE. Confidence scores and verification dates are informational estimates, not guarantees. You are responsible for independently verifying Data before relying on it.

8. Limitation of liability

TO THE MAXIMUM EXTENT PERMITTED BY LAW, COMMUNITY ROSTER WILL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, OR FOR LOST PROFITS OR DATA. You agree to indemnify and hold us harmless from claims arising out of your use of the Data or the website, including any communication you send and any violation of these Terms or applicable law.

9. Changes; governing law; contact

We may update these Terms by posting a new “last updated” date. These Terms are governed by the laws of Estonia, where Logolix OÜ is established, without regard to conflict-of-laws rules.
